All humans learn to pronounce perfectly their native languages through training. All humans are remarkably similar, so I'd conclude all humans can pronounce perfectly all languages if given proper training, at the right time (assuming time-window hypothesis may hold some water).

Without training, it's a guess for the educated... but I assume you should choose something with few phonemes, not many un-/voiced pairs, etc. for maximal chance of success. Hawaiian, perhaps?
