Parts of it may be, like any urban area. Not all parts though. I lived just off of Lake Merritt for a while and loved it.

NYC is the most linguistically diverse city in the world.
There was an article about this a while back that was posted here. Every language one could imagine from the furthest reaches of the globe is spoken in NYC.

I would suggest Chicago. There are many types of neighborhoods and having been there
quite a few times myself, there's tons of culture in Chicago. It may not be as fancy as
San Francisco or NYC but it's pretty good.

I have family that lives in Seattle. It is a very nice safe place withe lot's of good places to walk. Very culturally diverse also.

My hometown is Mission Viejo, right next to Irvine :) I don't think Irvine has anything
that West LA doesn't, though, for the purposes of this discussion. But considering the
OP's criteria of "density" and "walkability", I doubt that LA would be good a choice,
either. It's not very convenient to get around without a car, so there are less chances
to encounter new people and languages, and the cultural event you want to go to might be
a good hour away by bus...

Columbus, Ohio.
My hometown. There is a large immigrant population, mostly Mexican, Somalian,
Japanese, and Indian, but I had friends in HS from Sri Lanka, Belarus, Pakistan, Iran,
Ecuador, Malawi... For the cost of living it can't be beat, some of the best bang for
your buck in the country, and we have lots of culture, always on the concert tour list,
and are a burgeoning food city. The worst part is the weather. If you can stand 9
months of grey skies, and 3 month great summers, then it's fine. I now live in the
South cuz the weather can't be beat. You will also need a car. You can find just
about any type of 'ethnic cuisine' too, including lots of Asian food on the NW side,
and taco trucks on the west side. Plus, because of the size/diversity ratio, you can
interact with almost any culture and not have one that really dominates. I like
Chicago, and Boston, but Columbus is a great little brother to both those places, with
lots of Midwestern manners and charm.

Detroit has lost 50% of its population since 1950 (1.8 million then, 950,000 now). I
can't think of any American city that can compare to what has happened there. It is
dying. There is no Detroit of the West Coast, or anywhere else.
For languages: in Honolulu you'll hear Tagalog, Ilokano, Japanese, and 'pidgen'
(Hawaiian Creole English) regularly. If you surf you'll also hear a lot of Brazilian
Portuguese. Korean and some Chinese dialects are common in some neighborhoods.
But, language education here is atrocious. I took an adult night class in Spanish, and
I had a better accent than the instructor. The library's resources are poor even for
the popular languages, and the bookstores don't carry much. You can find speakers to
practice with, but you won't find many resources for the auto-didact.
