Otherwise we may have to remove those messages. There are many members who understand exotic languages here, and in the multilingual forum you can write in a lot of languages. If you then write posts that would be against the rules in other subforums (for instance commercial spam) somebody can point it out, and we can deal with it. Whether or not the text above actually is Uighur, you may be the only one here who can read and understand it (and the previous one(s)). As akkadboy points out, the least you could do in such a case is to provide a translation.
